edit: in 4.0.6 this is getting changed to 300% more dmg to fel flame with 2 charges (it can also crit!)
the dmg will do a bit more than a (nightfall'd) shadowbolt, even more if you are specced destro (because of the mastery), so this will be worth using even while not on the move. however, since the buff lasts 15 seconds, and if you know you will have to move in the next few seconds, u might want to finish casting your cast time spells and benefit form this buff while moving.
the 2% chance is still kinda low, but at least it's not completely useless

Not true. I can see this being quite welcome for Demonology and Affliction locks. As it stands, it's very hard to refresh immolate with hand of guldan if you have certain haste levels. Fel flame as is is not enough DPS to warrant casting it if your immolate is about to fall off, but if you get a garunteed crit it may ease things.

Also, a garunteed instant-cast crit is much better than reapplying unstable affliction via it's cast for affliction.

It's not the greatest set bonus, but it's still useful

I really want to know how much of a dps boost this will be. This will probably benefit destro locks more than demonologists since demo can just smack a hand of gul'dan to refresh immolate so how good is this 4p? I really wish Blizzard just gave us a flat 5% damage or crit bonus instead.

It is worth noting a couple things about this:

1. The buff "Fel Spark" gives 2 charges, but they are only consumed when they Hit their target, they will not be consumed if it misses in any way (Ex. Miss, Deflect, Absorb). With this mechanic in place, the charges are not consumed until the Fel Flame flies through the air and hits their target. Therefore,
2. With enough haste, and distance from the target, it is possible to use 3 Buffed Fel Flames with the third one casted as the second is in mid-air.
3. If you gain the buff After you cast Fel Flame, but Before it hits the target, it will deplete a charge, but not give any additional damage.

Immolate and Unstable Affliction both tick every 3 seconds for 15 seconds.

That means there's a 10% chance to get the proc every time you cast Immolate or UA, increasing with haste.

4.1% uptime over the course of a 6.49 minute fight, proccing 3 times.... This was Atramedes Heroic with 90% uptime on unstable affliction.
