Well, I will say something else. This buff to Stormstrike would provide you with the unique opportunity to have another elemental shaman spam lightning bolt constantly, each of them with increased damage due to the Stormstrike charges. It would cerainly cause a few theorycrafters out there to explore and exploit the synergies.

Currently the Stormstrike debuffs it leaves on the mobs dont have a long duration, so getting say 4 shocks/bolts in before it ends may be an issue.

But honestly I see this as a good buff to pve specially if teamed up with elemental shaman cause there nature dmg will use the buf up also.

The 2 second reduction to the cooldown? oh yes please :) my major selling point for selfish reasons - ie PVP or smaller instances with no other nature dmg dealers hehe but then again less CD, more dps, more debuffs on mob and thus will help raids too.

Or tag along with a elemental shaman and focus fire on same target to get the most out of stormstrike in pvp

As of now, with all available debuffs on the target nature damage just barely edges out shadow in terms of which school the target is most vulnerable to.
Shadow Damage-
CoE + Shadow Weaving + Imp Shadow Bolt
10(13)* + 10 + 15 =35% (38%)

Compare that to Nature damage-
CoE + Stormstrike + Earth and Moon (new druid talent)
10 (13) + 20 + 6 = 36% (39%)
*Numbers in () reflect the presence of the Malediction talent

The downside is that whereas maxed shadow vulnerability requires only the cooperation of a warlock and Shadow Priest maximized Nature damage requires a warlock, a balance druid and an enhancement shaman.

Of course those four charges on stormstrike can vanish surprisingly fast, likely far more than a single enhancement shaman can maintain. And so fellow shamans we are blessed with a unique opportunity to put other casters in their place. But only with proper coordination. Raiding guilds would be wise to consider this and include multiple shamans of every spec.

Note that the Stormstrike debuff now only eats your own spells, not other peoples, so the above comments about syncing with other shammies is no longer a possibility.
However, it now also eats up Fire and Frost spells, and teamed with the new Enhancement talent ("Lava Lash") and Lava Burst I can see 4 charges being easily obtainable.

You can normally pull off two earth shock with one stormstrike, but with maelstrom weapon you could toss in an extra lightning bolt/chain lightning.

So it might not be a wasted talent.

You can use all 4 charges. Earth Shock, Maelstrom enhanced Chain Lightning (or Bolt), Lightning Shield proc, and a lucky Static Shock. If the target isn't attacking you, you can only burn 3 charges, and the Static Shock more often than not will not occur.

I see great synergy with Maelstrom Weapon for instant LB/CL, and if you're specced into Improved Shields and Static Shock then having more Stormstrike charges ensures you're going to maximise the damage from those points as well.

Will require further testing, but I see it as entirely possible to achieve 2x LB/CL and 2x ES during the 12 seconds of the debuff.

So basically, if I want to team up with a balance druid for 2v2 etc. he wouldn't benefit from my charges? Suuuuucks.. I'm all for shamans being able to stack their own stormstrike, but other classes that does nature damage should be able to benefit from this, imo.

The currenct effect ofImproved Stormstrike will be merged into Stormstrike as of 3.1

Stormstrike charges have been increased by 2, and cooldown reduced by 2 sec.

Instead it returns 20% mana.

Improved Stormstrike re-designed: When you Stormstrike, you have a 50/100% chance to immediately grant you 20% of your base mana.

in patch 3.1 this talent will be anazing! a chance for 20% mana back is going to be very good for sustaining dps during long fights and very good in pvp

I must say, this is an excellent change. Adding more charges base, and granting mana every time you swing with SS is a great change.

The tooltip seems to be incorrect; this talent apparently restores 8% of maximum mana on Stormstrike instead on live. Either that or Xperl's percentage display is busted.

Either way, this is a good talent with Static Shock, possibly eliminating the need for Water Shield entirely between this and Shamanistic Rage.

3.1.1 Edit: The mana return is indeed working correctly in 3.1.1.

Wait, so will shamans with this (or even 1/2 of it) EVER need mana?

Seems pretty handy for pve. Won't need to stop as frequently for water breaks, so less downtime. Less reliance on water shield, so lightning shield it is; lets not forget that LS damage is increased by SS's bonus nature damage, so your damage output should be a little bit higher, and LS should soak up any extra SS charges that might not otherwise get used up during its duration.

Plus, for a cheap refill, stormstrike some squirrels or bunnies that're hanging around. Cruel, but effective.

Finally a way to use Lightning shield, this was definitely a much needed change, since before it was insanely difficult to have the mana to use Lightning shield making the static shock talent a bit worthless, now with the thinning of the tree, its practically a must

Personally I think that I am going to put a point in this, but since I'm leveling my water shield might do the trick ...

My base mana is 930.

Not sure but I think a 0.20 x 930 = 20% of my base mana?

0.20 x 930 = 186

Stormstrike costs 8% of base mana to cast.

0.08 x 930 = 74,4 ~ 74

186 - 74 = 112

That means that when I cast stormstrike I get 112 mana.
Pretty sweet considering that it does not need to crit, just to be casted.
Stormstrike only has a 8 second cooldown aswell.

Just my 2 cents.

At lvl 45, you get the choice of this or Lava Lash (or Static Shock). I'd strongly recommend putting 2 points into Improved Stormstrike first, it pretty much allows you to switch from Water Shield to Lightning Shield. Lava Lash is a bit lackluster (at this level at least).

Turns out, this is bugged and at 1 talent point, it only grants you 10% of your maximum mana. I reported this to Blizzard, they said that they we're unaware of the issue. Lets hope they fix it fast. Not sure if it does the same in 2/2 points spent.

12% of Base mana at lvl80 is about 715 mana. Not sure if its really worth it, there is so many other handy talents too.

for PvE raiding either you take this or Shamanistic Rage, since i dont have that much mana issues Shamanistic Rage is enough for me to keep my mana bar healthy so i really dont see any use for this on raids, although it seems quiet handy for leveling/grinding and for pvp to some extent.

This bonus is godlike.
There hasn't been a single time my enhancement shaman has run out of mana from dps'ing, not even in AoE situations.
Only when the occasional burst damage hit the tank and the healer could use a hand, I would use some healing surges and get my mana below 70%, other than that.. it's just very situational to find yourself OOM for as long as it stays like this.
