IMO, the extra 10 seconds is enough to get a 3rd frost nova from WE. The CD of pet nova is 25 seconds and putting 3 points is pretty much useless except for the 10% extra health and mana for the pet. However, in order to get 3 frost nova out with 10 extra seconds, you'll have to release the first nova within 5 seconds of the pet summoned and second in between 30-35 seconds summoned. This talent can be deadly if you are very good with timing the frost novas. 1 more ranged nova means 1 more 5k crit if used wisely

Blizzard changed this to provide 3% of total mana rather then health every 5 seconds.

Over it's full 60 second duration, it'll now restore 36% of total mana to your whole raid.
A respectable amount in it's own right it gets even better once you add in Cold as Ice (-20% cooldown) and Cold Snap.

Will the water elemental benefit from this mana regen ?

I hope so, because it often runs out of mana after 30-35 seconds ... (or maybe they'll have a good health/mana boost, at level 80)

Can anybody confirm if this stacks with other Improved Water Elementals? i.e. if I have another Frost Mage in my raid with an identical spec will we regenerate 1.2% mana or will it stay at 0.6%?

This is being altered in the upcoming 3.1 Patch

* Improved Water Elemental (Tier 9) has been renamed Enduring Winter. It now increases the duration of your Summon Water Elemental spell by 5 sec and your Frostbolt spell has a 33/66/100% chance to grant the Replenishment effect to up to 10 party or raid members mana regeneration equal to 0.25% of their maximum mana per second for 15 sec.

This spell with give the Replenishment buff.

This talent, as of now, is extremely problematic. Replenishment ticks once a second. Whenever the buff is refreshed, the timer on this is reset, and it will not tick for another full second.

Frostbolt has a base 2.5 second cast time for a frost mage. If it is being spammed, the 10 people with lowest mana will regain Replenishment every 2.5 seconds. This means that Replenishment will be refreshed before it can tick three times. Every third tick will be delayed by half a second, reducing mana gain from Replenishment by approximately 20% (since there will be just 2 ticks every 2.5 seconds).

If the mage has enough haste to reduce Frostbolt cast time below 2 seconds, Replenishment will be refreshed before it can tick a second time. For a cast time infinitesimally below 2 seconds, this could reduce the mana gained from Replenishment by up to 50%!

This refreshing issue occurs with all spells and abilities which cause Replenishment, but all others are less frequent. The Priest and Paladin abilities which cause Replenishment have cooldowns. The Hunter abilities all require a crit. The Warlock abilities have a 30% proc chance. Only the Mage version has a 100% proc chance on a spammed spell.

The point of all this is that a mage with three points in Enduring Winter will hurt their party or raid's mana regen if more efficient sources of Replenishment are present. However, this problem can be prevented by taking fewer points in the talent.

With one point in Enduring Winter, it has a 33% chance of proccing Replenishment on each Frostbolt. This should be adequate to keep nearly 100% uptime while significantly reducing the number of delayed ticks. This means that as long as the talent remains in its present form, no mage should ever have more than one point in Enduring Winter. This will result in a minor dps loss due to the reduced Water Elemental duration, but that is better than screwing up your group's mana regen.

I honestly believe this talent is flat out garbage. No one in their right mind specs Frost for PvE, which is pretty much what this talent is centered around.

PvE-wise, as someone mentioned earlier, every time a Frostbolt lands, Replenishment will be refreshed, essentially stopping the tick. Now, you can see how this is an issue when, without any spell haste or IV up, Frostbolts land every 2.5 seconds. Furthermore, 15 seconds longer for your Elemental is nice, but not groundbreaking. Again, Frost PvE is gimped, which is a shame, but is a reality of the game.

PvP-wise, your Frost Elemental won't have enough mana after casting 2 Freezes and however many Waterbolts that a 15 seconds more will really help, assuming it stays alive. Replenishment is useless.

Spend your points elsewhere, Frost Mages.

Frost mages in PvE does not have any problems with mana, but if you are lacking a class that support your raid with inspiration, this is a very useful talent to bring. While leveling, this reduces the downtime greatly between enemies.

They're working on making frost mages viable for pve. This talent combined with Glyph of Eternal Water can make for some good times! Not sure if it's quite enough to beat out an arcane mage, but we'll see.

This has been addressed. As of the posted patch date, the talent ends with:

This effect cannot occur more often than once every 6 sec.

This, if working properly, will guarantee 6 ticks before it will be overwritten (while the Replenishment tooltip states mp5, the buff effect states Value: 1 every 1 second).

Also as of this build date, the only part of the talent affected by rank is the duration of the Elemental and the proc chance on Frostbolt cast. Any player with the Glyph of Eternal Water would not find the duration increase beneficial, and as the Replenishment effect lasts 15 seconds, a 33% proc chance will easily be met in the gap between the 6 second cool-down and the 15 second buff duration.

I think it's worth mentioning that having two points into this talent will give your pet just enough duration to do 3 frost novas instead of 2, given of course that you use the nova as soon as you summon it, which you should anyway.

Will proc off downranked frostbolt as well. If you use rank1 for a 1sec quick castable snare in PVP (e.g. trapping and sheeping horse-riders in bgs) this can proc at the start of combat. It can also be used to score some easy mana while casting rank 1 on melee to force them to stay at range. It's nice to have some sort of mana regen that doesn't require evoc or sucking back potions or eating gems for those really long duels. Save those for when they're really needed.

Also note, restores 1%mp5 for 15sec or 3% of TOTAL mana, not base mana (on CD 6sec). So this little talent scales NICELY with gear, while spell costs as a % of base mana do not get more expensive with gear. Meaning, you get more 'free spells' the more mana you have. At 20K and L80, this is approx 200mp5 or, what amounts to a free cast frostbolt (more if you have frost channeling). Gear that gets you higher than this, will result in a net gain in mana per frostbolt cast. As suggested, frost channeling is a nice complement to this talent along with precision. The talents that must be sacrificed to gain real benefit here may not be worth losing, (ie. nice for farming, maybe not so good for raiding or pvp, Torment the Weak is hard to give up).

This talent at level 1, with Darkmoon Card: Volcano, Lightweave Embroidery, Synapse Springs, and Power Torrent = amazing.

My total mana is about 80k. When everything procs, my mana jumps to 125k. Then, level 1 Enduring Winter procs and it uses the 125k as the value for regen. This results in a huge burst of mana regen that completely solves any mana issues for frost mages.
