Now that Mental Agility is only 3 points, it is now point-for-point better than Absolution.

If you had to choose between the two, take this. Reduced cost on PW:S, Psychic Scream, SW:P, ProM, Renew, and Desperate Prayer is very clutch in arena.

You're absolutely right, but this is just as beautiful a talent for a Holy--no, scratch that--ANY Priest. You've listed a lot of the frequently used spells of a priest's arsenal, but your list doesn't do the job of explaining the sheer scope of this talent in regard to the abilities of a Priest.

It is frightening just how many insta-casts the Priest has. This skill benefits things as low as the convenience level (buffs Mind soothe) to as high as the frequently used and/or downright vital levels ( Renew, Dispel Magic, Cure Disease, Abolish Disease, Inner Fire, PW:S, SW:P and SW:D, Prayer of Mending, Power Infusion, Pain Suppression, Psychic Scream, Desperate Prayer, Circle of Healing, Guardian Spirit, Holy Nova, Silence, Devouring Plague, Shadowform, Psychic Horror, and now Power Word: Barrier, Chakra and all of the Chakra-related insta-cast holy words dependent on your Chakra state ).

This talent effectively covers every skill with a mana cost except Smite, Holy Fire, Mind Blast, Prayer of Healing, channeled spells (Penance, Mind Sear/Flay, Divine Hymn), Vampiric Touch, Mana Burn, Lightwell, Mind Vision, Mind Control, Heal, Shackle Undead, and Ressurrection.

It covers a LOT more than it doesn't, and the majority of things it doesn't cover involve dps, non-combat situations or crowd control. As for healing and cleansing, it's damned good. As for buffs, it's damned appreciated. And as for that little bit of dps contribution a healer occasionally gets to offer, it's damned accommodating. Those expensive DoTs that dps likes to throw around especially benefit from this talent because the 10% decrease in cost will be more weighty there.Then again, Shadow's the mana god of the three specs so it's not as necessary for them. Disc combining this with Soul Warding will have a PW:S that's about as cheap as their Flash Heal, if not cheaper.

I see no reason for Disc not to get this, Absolution and Soul Warding. I think this serves Shadow well if the particular Shadow Priest specs far enough into this tree, although that's not nearly as necessary. And for Holy, if your spec concept has the points, getting this + Absolution or this + Soul Warding could turn out very effective

Although it doesn't seem to be all that popular, speccing Mental Agility works really well for holy priests in PvE. Speccing Mental Agility and Healing Prayers provides quite a large saving overall. Good for Circle of Healing, Prayer of Mending, and most importantly: Renew (which works really well with the new Empowered Renew talent)
I managed to squeeze it in my tree by sacrificing Surge of Light altogether and 1 point from Divine Providence

I heal with all instants as holy (CoH, PoM, Renew) and I take 2/3 Mental Agility instead of Blessed Resilience. 7% mana saved is better than 3% more healing for me.

This talent works well for a Holy spec priest,

it reduce the mana cost most of the frequently used spells for holy priest as a raid healer:

Renew, (notice that the instant healing part of talented renew, list separatly in recount as Empowered Renew, these 2 part together should make up the biggest part of our healing, and cause it's the only no-cd spell of the 3 spells, it may also be the biggest part of our mana cost.)
Prayer of Mending, (this may be one of the best spell of priest, if you can carefully chose the target to throw on, to make sure if will jump. when talented, it has a 7s cd. It is best to use it on cd, but it wont cost a lot, so additional 20% mana saving is not a must.)
Circle of Healing. (when your raid suffer a large amount of aoe damage, it is the most powerful healing spell for priest, but when it is not a must, it is better to use other spells instead and save its cd on urgency.)

These 4 part, along with Divine Hymn (try use it every time free at cost), and free instant (try to use most of them this way, but not a must) Flash Heal, should be make up almost all of a holy priest healing.

And in some fight, these spells would also used often:

Holy Nova, (in some fight, for example Festergut, we can nova ourselfs group, and circle the other. We have an instant, aoe, no-threat, no-cd, low-mana-cost, healing-and-damage spell, dont forget that)
Dispel Magic, Abolish Disease,
Power Word: Shield. (Dangerous? RUN!)

And, also, it reduce the mana cost of this spells that priests would use, not so much, but better than nothing:

Desperate Prayer, (A dead healer is not a healer)
Guardian Spirit, (It's actrually one of the most important holy priest spell, place in here is cause it cost little, and has a 1min cd even glyphed)
Fade, (Over tank? Who cares!)
and any other priest instant spells.

So, this 3 points reduce most of spells' mana cost by 10%, why not have it?
But, we DO have reason not have it. Mana saving talents should never be the priority, if one dont facing the "oom" problem, dont hesitate, move them to 3% increase of all healing!

Priest have the most complicated healing spells. Being a good priest healer is all about how good we unstand our spells, and use it at the right place and right time. When both we and another need heal, dont forget to use Binding Heal, and use Greater Heal with reduced cast time when one in danger to maximise HPS. Even with reduced cast time, Prayer of Healing is too slow and cost too much, not to mention is require you cast FH 3 times. But if our raid is taken a huge amount of damage, and our CoH is on cd, yes, we have to use it. Spam Renew and PoM early, to prepare for the incoming damage, is a good way to avoid the pain of using too much PoH.

Recount for a raid fight might include more than 10 different parts, which most of Resto Druid mainly include only 4:Rejuvenation (about 2/3 of total), Wild Growth (about 1/4), Swiftmend, and Lifebloom (Tranquility, instant Healing Touch some time), with such a little mana cost: 20%, plus 9%. When could we have our love?And Resto Shaman? How many healing spells they have? And we can easily see one use Chain Heal from the beginning to the end (about more than 4/5 of total).

For a Disc spec priest, it is also an important part of mana saving tools.

Have to mention that Disc priest is NOT tank healer ONLY. Holy Paladins have Beacon of Light, so if disc priest only focus on healing on tank targets like paladin do, priest will heal 1, while paladin copy effective parts to 2, so why need a priest tank healer instead of a paladin if that's all priests capable of?

Looking at this spell, it has no cd, but once shielded, cannot cast on same target again for 15s, means it is a raid heal spell. One good idea is to shield a lot on different targets to borrow some time for damage incoming, and for free mana. Also, as we can only blessing one target, when others take damage, it is better try not to use FH, GH, and Penance on others (not your main targets people), to make sure we dont bless the wrong one.

Disc priest have almost all spells that a holy priest can, except CoH, so dont waste our talents. Disc priest can borrow time for PoH, just like a Holy priest does.

Although the issue will most likely be moot by the time MoP comes out due to the changes of talent trees, I believe this is rather useless right now for a Shadow Priest.

My reason being you already get massive amounts of mana regen by ways of

along with the two glyphs of Shadowfiend and Spirit Tap. So a little mana reduction on instant cast spells won't be noticed that much...

If anything use your talent points for Twin Disciplines for extra damage and Improved PW:S as a Shadow Priest for some better self preservation (which is a good benefit especially since it is not considered a holy spell so it will not take you out of your shadow form) if you are looking to grab hold of Archangel.
