If you're having trouble seeing him, like I was, simply type this:

/target Josiah Avery

And then go into your ESC/Interface/Keybinds and bind Interact With Target to a free bind. IWT is located in the Target group.

I cant see him just his shadow and i dont know what jakkhel is talking about i dont know how to do that stuff help!

If you are bugged and you cannot see or interact with Josiah here is something that helped me. I used my hearthstone, it should still be set to Merchant Square. Then I re-logged and ran back and he was there and I was able to complete the quest. Hope this helps.

I felt like I was waiting for this forever, even though it is still at a really low level. I was a human for a lot longer than I thought I would, and personally really wondered how I could be on the same side as those I was fighting, until this quest.

I'm a level 4 Worgen rogue and I am stuck on this quest, turned off addons, hearthed and came back, I even have the NPC targeted but when I do the interact key bind it says I need to be closer to the target.
So nothing has worked.

I finally found this. The actual question mark is where Josiah is underground. You have to look for the cellar and it is just west of the question mark. You'll almost make a right hand turn. Just look for the cellar! :)

The doors look like old fashioned root cellar doors and are located slightly north of the question mark on the map. They are closed and when you get close you get a gear. Click to open.

One of the hardest quests I've ever had to do.
He's literally underground.
Just north of the question mark and behind a corner is an opening to a cellar-like room.

Speak to Josiah Avery at the Military District in Gilneas City.

Description

The arsenal Crowley speaks of is in the cellar of a building just west of here.

It is unnerving that artillery was smuggled inside the city by my enemies, yet it might end up saving Gilnean lives today.

Find Josiah Avery and requisition the rebel artillery. We will put the weapons to good use.
