This is the Darkmoon Faire NPC that offers Heirloom gear for purchase with the new Darkmoon Prize Ticket currency, which is rewarded from doing the quests available on Darkmoon Island.

Currently, he only offers the same heirlooms that are available for purchase from other vendors. The heirloom rings and pants that have been data-mined are not available from this vendor.

After checking Darkmoon Prize Ticket page, this NPC looks like the easiest source of heirlooms for new players.

Downrate all you want, but new players at low levels can get a piece here quicker than they would with honor at pvp, while still having spare time

I imagine that if someone was REALLY willing to... They could roll a Death Knight and possibly get get one heirloom from the Faire each month. Doing every possible quest and every daily for the entire week will net you ~136 tickets, which is enough to buy any but the 2H'der heirlooms (the 2H'ders cost 160 tickets).

If they're particularly crafty, they could make alts and get an entire set specifically for them. (Example: Get the cloth BoAs and the Devout Aurastone Hammer and you've pretty much completely covered most spell casting specs.)

This will likely be FAR too tedious for most people to consider, and the turn-ins will likely be either too costly, or too rare with the recent nerf to the drops, for this to be viable trick. Regardless, the Darkmoon Faire is definitely a bit of a Disc One Nuke for the more "hardcore" among us, seeing how most Heirlooms are normally unobtainable until the higher, if not the maximum, levels. This ultimately makes the DMF a somewhat decent means to kick start rerolling on a new server, albeit something done over a month or two beforehand.

Be aware that you'll need to buy the tokens to play the minigames (the cost scales with character level) -- which is why I suggest creating a Death Knight for the purpose of getting some gold (you'll get quite a bit just from their starter zone alone). You'll have to do both dungeons and battlegrounds for the turn-ins drops (be sure to grab a Darkmoon Adventurer's Guide beforehand) -- which can easily be done as a Death Knight as well.

If you have either Exalted Argent Champion of the Horde or Exalted Argent Champion of the Alliance, then you probably shouldn't even bother handing your hard earned tickets to this NPC since the Argent dailies are better for getting Heirlooms with.

The depravity of a pvp vendor in the form of a pve vendor. Will you spend the next several weeks grinding up that heirloom gear with darkmoon tickets? Or the next couple days with your level 85 tank farming justice points?

If ur Really smart u can make a dk get a heirloom send it to one of ur alts and then make another dk and so on.
Its probably the best way to get heirlooms.
