Are we sure you could call any of this reputation loot 'PvP' though? It's merely a daily quest faction that is also tied into the event-like PvP area for Cataclysm.

Although these items may cost some kind of token that isn't being listed?

Part of me would prefer the mastery rating that the other Hellscream's Reach trinkets offer. On the other hand, like most people I would imagine, I had to reforge a couple items to get more hit rating. At least this trinket lets me reset those other items.

I replaced the Harmlight Token with this and I'm not disappointed. The Harmlight wisps were fun in Tol Barad, however, even if they didn't do all that much damage.

What you mean with

people heading for raiding no actually know how to play their class, and will need 17% hit

? I tried to follow the Mage Fire guid on Elitist Jerks forum and even if I have a 350 itemlevel average, I still cannot reach the hit cap. I still have 9% possibility to MISS a level 88 raid boss.

Just tested this for myself. Using Anhuur's Hymnal and the Stump of Time. I just equiped both and went to the dummies.

Basically, full dots running on everything i could, the two items share a 15second CD between activations, with i suppose a 60 second CD on the item itself before it procs again. Keep in mind this is with full dots on every dummy i could get my hands on. So, just by observation, each trinket has a 60s-70s CD and can not proc at the same time. When one procs, the other seems to have to wait 15-20s AFTER the buff is gone, before it can proc.

Investigation:

ICD
Doing my normal dps rotation for ~30min. Data collected, time between procs (in seconds):
105, 90, 98, 78, 83, 113, 90, 78, 79, 83, 96, 112, 162, 119, 88, 83
Lowest time between procs, from the data collected, is 78 seconds. Assuming the rumours of "Trinket proc rate is 5x the procs duration" is true, we can say that the ICD is 75 seconds (duration: 15 seconds - 15x5 = 75). And since I recieved a proc 3 seconds after this "assumed" ICD, even twice, I could safely say that the real Internal Cooldown is 75 seconds!

Proc Rate
Spamming my "Fel Flame" ability until procs (ofc, after the ICD is over), i collected this data. Spells cast before proc was recieved:
2, 3, 62, 10, 1, 2, 2, 4, 45, 1
Thus, adding them together we get: 132
132/10 = 13.2 % proc chance
Blizzard would never set a proc value to such a digit. And if I'm honest, i might as well just got lucky with the procs. If you would collect further more data I assume that the chance to proc would close into 10%.

Up-Time
The up-time I calculated to be:
1552 seconds of testing and 16 procs in that time interval.
1552/16 = 97 seconds/proc
Thus meaning, the average time between procs lies at 97 seconds (ofc dependent on luck). And therefore up-time is:
15/97 = 0.154 = 15.4% up-time
Statwise, this gives you an average Spell Power of:
1926 x 0.154 = 297 Spell Power

Theorycraft
In a prefect world with the assuming perfect numbers (ICD 75seconds, 100% luck on procs ) the trinket would give you:
15/75 = 20% up-time
1926x0.2 = 385 average SP
The more spells you get to use after the ICD the higher the chance to proc, the higher the up-time.
But in truth, the Proc Rate combined with the ICD and Buff Duration, should make the average SP close up to 321. This stat is not made up, it is the same number currently for the hit rating on the trinket. So the "perfect" numbers are:
321/1926 = 0.16666 ~ 17% Average Up-time (close to my value)
15/0.166666 = 90 seconds between Procs
Meaning (ICD is still 75 seconds): 90-75 = 15 seconds of where the trinket could proc. From these 15 seconds one can calculate the "perfect" proc chance. But for that you need to know how many spells hit the target. This is all dependant on incoming spells, and in the long-run, also affected by the Haste Stat.

NOTE: DoTs can proc the Trinket

This is definitely a double edged sword, starting out it is a strong trinket to help caster DPS reach the raid hit cap. Unfortunately with so much hit it may be too hard to replace it for an item that is statistically better such as Moonwell Chalice from the firelands daily rewards, since your gear may not be able to be reforged to compensate for the loss of hit.
