Basically it applies -90,000,000 threat and anything you do adds to that threat total.

So if you had 4,000 threat, faded, and then generated 5,000 threat in the first 5 seconds of fade and an additional 1000 threat in the remaining 5 seconds of fade, your final threat level before fade ended would be:

4,000 -90,000,000 +5,000 +1,000 = -89,990,000 before fade ended and
4,000 +5,000 +1,000 = 10,000 after fade expires

As you can see the primary use of this to allow a priest to dps/heal as they please, if they expect that doing so would temporarily put their threat ahead of the tank, but that the tank would be able to quickly overtake their threat.

In PVE, for shadow priest it means they can dps earlier or healer earlier for disc/holy in the beginning or during aggro sensitive transitions.

The major glyph doubles the time period a tank has to overtake the priest, allowing the priest to be more aggressive. Of course it has consequences for the pvp shadow priest.

It might be worth it to a pve shadow priest, who's options are likely maj. glyphs of Mind Flay and SW:Pain, with the third being the toss up between maj. glyphs of SW:Death, Shadow, and Fade.

In short, they are changing the glyph in 3.1 and you're likely getting downrated by people who are viewing the PTR version of the page, where the information is already available to indicate that the glyph is changing.

Which proves once more that illiterates frequent the internet, since I flat out SAID in my post "unless they're changing it in 3.1."

Meh, whatever. Thanks for the explanation, at least someone has some decency.

In Warlords, the recipe for this glyph is being removed. The spell is being changed so that players learn it automatically at level 25. Existing (unlearned) copies of the glyph will become gray and vendor for 50s.

History:
MoP: Glyph of Fade - Your Fade ability now also reduces all damage taken by 10%.
Pre-MoP: Glyph of Fade - Reduces the cooldown of your Fade spell by 9 sec.
