Caps are not mandatory.You don't reforge/gem for a cap, you reforge/gem for your strongest available stat according to its EP value. Sure, if you have 0 hit rating and no points in Precision, your EP value for hit will be huge, and you should reforge/gem for hit in that situation.
1% Hit = 30.75 Hit Rating
1% Spell Hit = 26.23 Hit Rating
1% Crit = 45.9 Crit Rating
1% Haste = 32.79 Haste Rating
1 Expertise Skill = 7.68 Expertise Rating
1 Mastery Point = 45.9 Mastery Rating
Deducing further, here are the rating caps for Rogues:
Spell hit + 0/3 Precision = 446
Spell hit + 1/3 Precision = 394
Spell hit + 2/3 Precision = 342
Spell hit + 3/3 Precision = 289
White hit + 0/3 Precision = 830
White hit + 1/3 Precision = 769
White hit + 2/3 Precision = 707
White hit + 3/3 Precision = 646
Expertise = 200
Expertise for gnomes = 177
Mastery for Assassination = 1469
Mastery for Combat = 3305
Mastery for Subtlety = 1469
As of right now, I'm still in search of a tool that would let me calculate the EP values of the stats, so for now I'd trust values provided in the
EJ 4.0.1 Rogue FAQ.

If you have a crafting profession, then your corresponding profession's enchants should be used. Note that now, some Engineering gizmos stack with normal enchants.
Weapons:
Mongoose is marginally better than
Berserking for Assassination, and quite significantly better for Combat.
Gemming and ReforgingIn order of descending EP value:
Assasination: Spell hit > Agility > Expertise > Haste > White hit > Mastery > Crit
Combat: Agility > Spell hit > Haste > Expertise > White hit > Crit > Mastery
Gem for your strongest stat. Try to reforge your weaker stats into stronger ones. But remember that you can't reforge a stat into an already present stat on the piece of gear in question. For example, if you're Expertise and Spell hit capped, you wouldn't want to reforge an item with hit and haste.
