The skeletons drop the rope and spawn when you walk over the skeletal bones on the ground.

For those who don't know, "Be Prepared" is the Scout Motto. Fitting that a quest about coming prepared on an adventure should reference Scouting.

Simply walk over or nearby these skeletons lying almost everywhere on the floor. Then a Tormented Tomb-Robber will spawn and when killed the Tomb-Robber might drop the ropes.

The skeletons of dead horde/alliance players will not spawn he Tomb-Robber, neither will the dead Tomb-Robbers.

You don't have to come out of stealth to cause them to spawn.

I believe this could be a reference to the scene from Boondock Saints, one of the greatest movies, where they bicker about rope.

"You know what we need? some rope!"
"That's stupid. Name one thing you would need a rope for."
"You don't @%*%ing know what you're gonna need it for, you just always need it."
"Alright, get you're stupid rope."
"I'll get my stupid rope...I'll get it. " *grabs rope from wall* "That's a rope right there!"

Just a note here, I did this quest and did not get the follow-up, it seems you must also do "Lessons From the Past" before you can continue this little chain.

Some info here for those who might get worried about continuing with the quest <<Be Prepared>>
now, right after you turn in this quest, Harrison Jones will tell you that something must be done to read the hieroglyphs from around the room but he does not give a next quest.
I tried talking to him many times and even flying around the room didn't do the trick, so I first logged off and logged back in; then I left the area, and when I came back, I saw an exclamation mark pointing to a new quest which was "Lessons from the Past" from NPC: Schnottz Scout.

Here you will see the corpse from this char and the only thing you need to do, is just to get the items he has, specially the Broken Spectacles, which is the item you need for the following quest: "By the Light of the Stars" go back to speak with Harrison Jones and only then, is when you will be back on track for this quest line --> Tipping the Balance.

Apparently the skeletons won't aggro unless you dismount first.

I thought that I was the biggest noob ever trying to find the items for this quest. I was flying, Don't Do That! Run over the skeletons, after you have collected all of the stars. Once you get near the skeletons, a tomb raider will appear. Kill them (Level 83) and loot the rope. Easy as pie! :)

There are actually three ways to Be Prepared.

1) If you accept Be Prepared from the Decrepit Skeleton, you start out with a Piece of Rope, and when you walk over a ground skeleton, the Tormented Tomb-Robber that rises up will drop an additional Piece of Rope, of which you need 6.

2) If you have not yet taken that quest, and you walk over a skeleton, the Tormented Tomb-Robber that rises up will drop the seemingly similar but actually different Piece of Rope, which can also begin that quest. When you accept, there is no longer a need to "talk" to the Decrepit Skeleton (you can't even target him), and the quest-giving-rope becomes the normal one...of which you need 6.

I assume (but cannot confirm) that you need to have at least begun The Thrill of Discovery, if not completed it (as I had), for all of this to happen.

3) If, before either of these things happens, you complete Lessons From the Past from the other fork of the quest chain, a third preparedness-being-rope-collection-option opens up. Once you turn in, leave Harrison Jones, and then return he will offer this substantially similar quest. They're really afraid you'll miss it and won't be able proceed with the chain, or maybe they just really really need rope.

Well, mine was in that wagon full of explosives that you set off.
