Potentially a very interesting vendor as she sells low level pvp gear for Horde cloth and leather wearing classes. Also, she sells them for gold and not honour points which is wlelcome news.
However, currently no items can be bought. They are all listed but appear with a red tinge and when attempting to buy them it says "Item is locked". Hopefully this will be changed soon and we can get our hands on these awesome looking pieces.

Essentially, these items were once very hard to get as you needed a certain pvp rank (Legionnaire/Knight-Captain or higher) in order to purchase them. In order to not dilute those achievments, these gear styles are locked to only those people who once obtained the title. So if you have the Feat of Strength to prove your title, you can buy these items and use them for transmogging.

As of patch 4.3, this NPC sells the "replica" level 60 Horde cloth and leather PvP gear for transmogrification, but only to those with the appropriate old-world title and Feat of Strength, such as Legionnaire or higher.

~~The new versions of the titles do not unlock the gear.~~Obtaining the Rated Battleground version of the title Legionnaire now also unlocks this NPC.

Note that these are currently exact replicas of the level 60 gear minus set bonuses, but Blizzard has said that in the future they may change them to be "Replica of..." similar to the Darkmoon Faire rewards.

Note also that the original level 60 gear cannot be transmorgified.

I was asking about this the other day, the GM said there would be replicas that every1 can purchase for transmog, know if theres any word on that?

If you read the blue post here http://us.battle.net/wow/en/forum/topic/3657275742?page=9 you'll see that they are only accessible to those who attained the old vanilla bg titles. However they also state that opening up the availability of these armour sets to more people in the future is a possibility.

It really was extraordinarily hard to obtain those titles, and those who did (above legionnaire/knight-captain) worked very hard to get them. You needed organised BG groups that would spend months (not just a couple, the better half of a year) and all their in-game time doing nothing but run premade BG's.

It really did get tedious after a while, so you had to be extremely motivated and driven to earn those titles. Props to those who did! You deserve something special all to yourself. =)
