These dropped off of Scarlet Highlord Daion in Dragonblight. She started attacking me while I was riding through New Hearthglen and upon killing her I received the Northern Exposure achievement.

Mine just dropped this morning! It's also worth of note, in addition to dropping the Marksman Variety for my Enhancement Shaman...the Rare Spawn also dropped a bag of some sort. Inside was 20 Frostweave Cloth and ~22g! Not bad for a 9-10k health mob (:

yeah just killed her, was doing a Q there and pulled like 3 mobs... killed 2 and just at last second saw that there is an rare elite... yeah i got that achievement and ..of Restoration -
+72 Stamina, +56 Spell Power, +19 Mana Per 5 sec. she gave me 14+k xp from killing her. And in the bag was 20 frostweave and 24g... she made my day :)

hunters lucky enough to score a pair of Highlord's Padded Legguards of the Bandit will be wearing them for a while. My main was lucky enough to score a pair for my alt, and i'm still wearing them from 72 right up to 76. Fantastic stats, which I might add, on my pants, are more than those listed here on wowhead.

wowhead lists the "of the bandit" stats on these as :

...of the Bandit (14.1% chance)
+48 Agility, +72 Stamina, +96 Attack Power

my own pair, have :

+56 Agility, +85Stamina, +113Attack Power

not sure if the stats got nerfed or something because I did obtain my pair a looooong time ago, and had them in storage for a while.

Oddly enough I have a pair of these that don't even have stats on them.

Hi, I bought mine Highlord's Padded Legguards of the Bandit in AH and it was worth it.
They have:

+56 Agility
+85 Stamina
+113 Attack Power

plus as my caracter is Letherworking I aplied on them Nerubian Leg Reinforcements whitch gave them additional +75 Attack Power and +22 Critical Strike Rating.

They will hold me till late 70 lvl. atleast I hope so :-)

Got the Highlord's Padded Legguards as a drop from Scarlet Highlord Daion who is an extremely rare spawn in New Hearthglen (coords 71, 74), Dragonblight in Northrend. Killing her earns you the achievement Northern Exposure. She is mounted on a horse and walks around fyi.
