Was majorly changed in PTR Build 13793, went from just drinking double of what It's Happy Hour Somewhere required to "Drink the following Cataclysm beverages."
This new version does not count beverages you've drunk before 4.1

Good thing I kept drinking things that Overachiever told me I hadn't drunk yet.

*edit* on the question of whether your progress past It's Happy Hour Somewhere before 4.1 will be counted:
Well you can't confirm this on the PTR, since your "achievement history" is not copied over (this is why you have so few achievements and titles on your copied character) but there is the statistic Different beverages consumed so they can easily award this retroactively, yes. I think that statistic was already used for It's Happy Hour Somewhere.

New as of patch 4.1

Innkeeper Allison Innkeeper Allison in the SW Trade District will vendor:
Fresh Water
Highland Spring Water
and Sparkling Oasis Water

From the SW recipe vendor: Bario Matalli
Starfire Espresso for 3 chef's awards. To make it also requires cocoa beans from this same vendor.
Highland Spirits is available for 3 chef's awards.
South Island Iced Tea is available for 5 chef's awards.

From cooking trainers:
Darkbrew Lager is a trainable recipe. Required materials can be purchased from Lynn Baxter in Twilight Highlands

From drops:
Fungus Squeezings is a reasonably common drop from Cata instances, but can also be found on select mobs in Tol Barad, Hyjal, or Vashj'ir
Greasy Whale Milk is a drop from Vashj'ir or Uldum, or purchasable from Caretaker Movra at Silver Tide Hollow

Murky Water is bugged as of this patch. It is only available from a Hyjal vendor who disappears after a phase change.

You need to be actually on the quest chain where you're disguised as a twlight cultist to access two vendors who between them sell 5 items needed for the new food and drink achievements. (Murky Water for this one)

Personally, rather than do a bunch of questing there on an alt, i asked on general for someone who was on that quest chain and paid them 300g to buy me a stack of each of the items, since I knew there'd be some of my friends and guildies wanting them too. I also advised the guy he might make a bit of gold putting them on the AH, so Arthas Horde check there later and you might find some.

You can buy Murky Water from Zungam in the new ZA 5man heroic. Zungam is on the 2nd floor of a hut by the water going towards the Lynx boss. DON'T FREE HIM, just talk to him and buy your Murky Water. If you free him he will just becomes a repair vendor with crappy weapons. He also sells 3 foods towards Cataclysmically Delicious achieve: Vile Purple Fungus, Rock-Hard Biscuit and Fungus Squeezings. Enjoy!

At the vendor in Hyjal "Grunka" you can buy the murky water as well as the Fungus Squeezings.
You can also buy a few of the food needed for the other new achievement Cataclystmically Delicious which is Vile purple fungus and Rock-Hard Biscuit.
This save you going to Vash'ir to grind the murky water.

You can only buy from Grunka when doing the quests in that area and the mobs are friendly. Before or after that she will not be there.

You can't farm Murky Water. It's only obtainable from two vendors, nowhere else. See Feliciamarie's excellent post above for more details.

They both say you need both.

Two different items, the 85 vendor water (Highland Spring Water) and the alcohol made via cooking (Highland Spirits). Both required.

Gronk Hamcheeks in Twilight Highlands also sells murky water & fungus squeezings for this achievement. He's in the crucible of carnage, near the quest giver.

He also sells:
Oily Giblets
Unidentifiable Meat Dish
Rock-Hard Biscuit
Vile Purple Fungus

for the cataclysmically delicious achievement.

The Darkbrew lager ingredients can also be bought in stormwind at the tavern in old town from the barmaid. She also has the refreshing spring water an ingredient for the other two created cooking drinks.
